In July 2014 Uganda AIDS Commission (UAC) with support of Partners contracted Socio-Economic Data Centre Ltd (SEDC) to undertake a twofold exercise (i) conduct a Mid-Term Review (MTR) of the National HIV/AIDS Strategic Plan (NSP) 2011/12—2014/15, and (ii) using the results of the MTR, facilitate the development of the New NSP 2015/16—2019/20. The purpose of this review was to assess the progress attained (achievements), challenges experienced, identify any missed opportunities and propose recommendations for improvement in the implementation of the NSP.

To assess the progress attained (achievements), challenges experienced, identify any missed opportunities and propose recommendations for improvement in the implementation of the NSP
1. Assess progress of implementation of the NSP against targets for the FY 2011/12- 2013/14.
2. Assess the progress made against targets during the first two and half years of NSP implementation
3. Identify the challenges experienced, lessons learnt and best practices during the implementation of the plan in the first two and half years
4. Propose recommendations and adjustment to the plan for the remaining years of the plan and subsequent alignment to the National Development Plan.
5. Review the costing and financing of NSP and project costs and resources available from GoU and DPs of the NSP and to recommend strategies to close the financial gap
6. Develop a new NSP
The MTR of the NSP 2011/12—2014/15 was conducted through a highly consultative and participatory process, which will also be used for the development of NSP 2015/16—2019/20. Throughout the process, the thematic consultants worked closely with TWGs who provided input and required guidance. The process entailed the wider involvement of key stakeholders playing key roles in the implementation of the NSP and the national response. Thus, the consultants primarily utilized qualitative methods to purposively select and consult national, district and sub-county level stakeholders based on their involvement in the implementation of the NSP.
