Support to Response to Gender Equality (SURGE) is a five-year programme (2016-2020) through which the United Kingdom’s Department for International Development (DFID) supports interventions aimed at reducing gender inequality and promoting the empowerment of women and girls in Uganda. PURPOSE

To conduct a performance evaluation of DFID’s Uganda Support to Response to Gender Equality (SURGE) programme


OBJECTIVES / QUESTIONS

• To assess how robust and fit for purpose the programme monitoring system is and make suggestions for where it could be strengthened.
• To evaluate at the endline the extent to which the programme achieved the intended results as set out in the programme log frame
• Based on the evaluation evidence make recommendations for future programming


METHODOLOGY

This exercise is being undertaken using a mixed method approach i.e. both quantitative and qualitative methods of data collection and analysis. Specific methods include community surveys and focus group discussions, interviews with key informants, site visits and case documentation, most Significant change (MSC) analysis and document reviews. The entire process for conducting both strands of the assignment is highly participatory in order to promote self-reflection and learning among key stakeholders and promote uptake of the recommendations to improve future programming of similar or related initiatives.
