PURPOSE

The purpose of this Evaluation was to assess and present results (output, outcome), conclusions, lessons learnt and recommendations. The performance of the Project was assessed against the OECD-DAC Evaluation Criteria (Relevance, Impact, Effectiveness, Efficiency and Sustainability), and the EU Specific Evaluation criteria of Value Added and Coherence.


OBJECTIVES / QUESTIONS

1. Assess the design and coherence of the project including the design of the log-frame matrix/programme theory and present the underlying theory of change and its assumptions.
2. Assess the extent to which the Project achieved its objectives and results, including the extent to which it improved the lives of the project beneficiaries (women, men, girls, boys) and the extent to which supported institutions benefitted from improved systems and procedures.
3. Assess the extent to which cross-cutting issues were applied/addressed.


METHODOLOGY

A cross-sectional evaluation design using both quantitative and qualitative methods was deployed in undertaking this Post-Evaluation. The primary method for collecting quantitative data was a household survey which was used to generate descriptive statistics to ascertain the performance of the project. Qualitative methods, on the other hand, included Key Informant Interviews, Focus Group Discussions, Observations and Pictorials which were intended to generate data that could provide explanations for the statistical data. In addition, an extensive desk review of documents was undertaken to supplement primary data.
