This End of Term Evaluation was carried out in November 2009 following the completion of the Rwenzori HIV&AIDS Mainstreaming Project. The project was managed by Concern but directed by a Project Support Committee (PSC) comprised of the HIV&AIDS focal point persons from each of the partners involved. The Project was commissioned and designed to run for three years starting in 2006 and ending at the end of 2008. Using participatory techniques, the evaluation covered all the 13 project beneficiary civil society organizations (CSOs) in the Rwenzori region.

PURPOSE

To assess the impact and appropriateness of the project as well as level of efficiency and effectiveness in project implementation, document lessons learned and propose recommendations for future programming to Concern Worldwide in Uganda and other stakeholders


OBJECTIVES / QUESTIONS

1. To assess the impact created by the Project on the supported CSOs and partner organizations
2. To assess the appropriateness of the Project design to the needs and priorities of the targeted CSOs
3. To determine if the project contributed to Concern’s overall vision and mission and adherence to the Concern Worldwide roadmap for HIV Mainstreaming
4. To assess the efficiency with which the project was implemented
5. To Assess the effectiveness of the project in achieving the set project objectives
6. Evaluate the role of the Project Support Committee (PSC)
7. To identify the factors that facilitated/constrained the project implementation process
8. To assess the extent to which recommendations of the Mid-Term Review were implemented
9. To establish available mechanism for ensuring sustainability of programme benefits
10. To identify lessons learned and make recommendations that will benefit planning and implementation of future similar projects


METHODOLOGY

A qualitative methodology was used in carrying out this evaluation. Data were collected using group discussions/interviews, FGDs, in-depth interviews, observation and desk reviewThe methodology allowed for enlisting full participation of the project beneficiaries. Through in-depth discussions with staff in the various CSOs that benefited from the project, an assessment of the extent to which the project objectives were achieved, the level of effectiveness, relevancy, efficiency and sustainability of the program for future planning was obtained.
