The AIDS Support Organization (TASO) in Partnership with the Uganda AIDS Commission (UAC) Commissioned Socio-Economic Data Centre Ltd to undertake a gender assessment of Uganda's response to HIV. The assessment was conducted between December 2017 and March 2018 and its results are expected to inform programming and to provide input for shaping the strategic direction to the Mid Term Review of the National HIV and AIDS Strategic Plan 2015/2016- 2019/2020.

PURPOSE

To assess the gender responsiveness of the national response to HIV so as to positively influence the quality, efficiency and accountability of interventions aimed at addressing the needs of women, men, girls, boys and key populations at national and district levels


OBJECTIVES / QUESTIONS

i. To establish the extent to which Uganda is achieving gender targets in the National HIV&AIDS Strategic Plan (NSP) 2015/16 – 2019/20 and the Sustainable Development Goals.
ii. To generate information on key gender issues affecting the HIV response and actions needed to address them.
iii. To provide feedback from communities and stakeholders about the performance and benefits of their gender-responsive interventions.
iv. To generate recommendations for programming, advocacy, policy, and enhancing social accountability in the gender and HIV response in Uganda.


METHODOLOGY

The approach to conducting this Gender Assessment was participatory and consultative. Data for the assessment was collected through a combination of qualitative and quantitative methods. A desk review of key policy documents, guidelines, reports and documents relevant to gender and HIV issues at the global and national level was conducted and supplemented by consultations and interviews with stakeholders at national, regional and district levels, and amongst CSOs involved in gender and HIV&AIDS work. A scorecard tool was administered to key informants these different levels. FGDs were conducted with groups of men, women, young girls and young boys and key populations in the sampled districts.
