The Uganda Red Cross Society (URCS) is a leading humanitarian organization in Uganda recognized by an act of Parliament in 1964 as an auxiliary to government service and mandated to offer service to the most vulnerable populations mainly in the areas of health and disaster management. In 2014, URCS contracted Socio-Economic Data Centre to conduct a Baseline survey for its three years Community Resilience Program (CRP)
PROJECT TITLE
Disaster Risk Reduction in Mt. Elgon Zone in The Districts of Mbale, Sironko, Bududa, Kapchorwa and Bukwo
To generate data and information for URCS and partners which they can use to guide planning, implementation, monitoring and evaluation of the Mt. Elgon DRR Project.
i. Gather and analyze data pertaining to socio-economic and demographic characteristics of targeted community members vis-Ã -vis community hazards and vulnerabilities
ii. Establish people’s knowledge, attitude and practices (KAP) about community hazards, vulnerabilities, capacities, future disaster risks and level risk mitigation measures,
iii. Provide information on the status of community and volunteer participation in the community activities especially in disaster risk reduction.
iv. Assess the capacity of URCS branches in the Mt. Elgon Zone at all organizational levels to manage and document the results of program community based interventions
v. Map out the potential partners and programs at all levels and recommend them to URCS to engage with them during implementation
vi. Gather data for refining indicators for monitoring and for benchmarking for project impact evaluation;
vii. Establish baseline values of the impact and outcome indicators identified in the Mt. Elgon DRR Program logical framework and to understand the status of the prevailing conditions in the program target areas
viii. Support URCS to review the program logical framework and set realistic targets for the program indicators to be measured at output and outcome levels progressively
ix. Give recommendations and suggest M&E methods, processes, tools and systems that can be used by the Program to track programme outcomes and provide learning
x. Make suggestions to URCS on developing an M&E Plan for the program in line with the strategic framework complete with measurable indicators at all levels
xi. Provide specific recommendations based on the findings on whether the interventions as designed will be sustainable
A cross-sectional survey design using both quantitative and qualitative methods of data collection was adopted. This design was deemed important to help provide estimates at a given point in time to facilitate easy measurement of the impact of the project at the Endline. Quantitative data were collected using a structured questionnaire administered at the household level, while qualitative data were collected through an extensive desk review, in-depth interviews, Focus Group Discussions and Consultative meetings.
