The Ministry of Water and Environment (MWE) produced the District Implementation Manual (DIM) in 2007 as a water and sanitation sub-sector strategic document to support and guide sector stakeholders in the implementation of water and sanitation activities. In April 2012, MWE with support from the Sustainable Services at Scale (Triple-S) Project of IRC International Water and Sanitation Centre (IRC/Triple-S) embarked on the Review and Update of the District Implementation Manual. The review and update process was premised on the need to have a more relevant DIM that took into consideration changes in the water and sanitation sub-sector, changes in national policy and in planning frameworks since the production of the first version of the DIM in 2007. PURPOSE

To Review and Update the DIM, and to improve its packaging so as to enhance its effective utilization by stakeholders involved in the implementation of WASH activities at district level.


OBJECTIVES / QUESTIONS

1. To review and update the DIM taking into account new developments in the sector
2. To produce a user-friendly version of the DIM for use by sub-county and district WASH practitioners and service users
3. To develop information materials in various languages from the DIM for use by stakeholders
4. To design a dissemination strategy for the DIM and a process for creating ownership among stakeholders for use of the DIM


METHODOLOGY

This task was executed under 2 broad phases. Phase 1 entailed the review of documents and conducting in-depth discussions with stakeholders at national and district level, which was followed by the updating of the DIM. The second phase entailed the development of simplified information and communication materials, their translation into various local languages and the formulation of a Strategy for their Dissemination
