The Government of Uganda (GOU) through the Ministry of Water and Environment (MWE) received funds from the African Development Bank (AfDB) for construction of 25 piped water supply and sanitation systems in small towns in central and Midwestern districts of Uganda under the Water Supply and Sanitation Programme Phase II commencing July 2016 and ending June 2020. In March 2017, the Ministry of Water and Environment (MWE) through Water and Sanitation Development Facility - Central (WSDF-C) contracted Socio-Economic Data Centre Ltd (SEDC) to provide consultancy services for “Strengthening Community Planning, Mobilisation and Management Arrangement in Small Towns Water Supply Systems in Midwestern Uganda Sub-region”.

PURPOSE

To carry out community mobilisation, sensitisation and capacity building activities in implementation of water supply and sanitation in the WSDF-C region


OBJECTIVES / QUESTIONS

1. To mobilise and organise community members and local leaders for all community engagements required for successful completion of the town project
2. To disseminate information to the community to enable them to understand their key roles in the implementation process
3. To guide and assist the community into fulfilling their roles and obligations
4. To conduct training for stakeholders (community, local leaders, contractors) to build their capacity to participate fully/actively in water and sanitation activities
5. Set the management arrangements for the newly built water supply systems


METHODOLOGY

SEDC is utilizing participatory approaches to strengthen community planning, mobilise communities to fulfil their roles and obligations, disseminate information and build the capacity of various stakeholders to set management arrangements for small town water supply systems. Specific mobilization activities include use of community radios, house-to-house visits, written messages and mobile public address sytems. Sensitisation of community members is mainly being done through convening meetings through which information on water and sanitation is disseminated.
