The Ministry o Water and Environment (MWE) through Water for Production (WfP) Department is undertaking several programs to improve the livelihoods of people in rural areas through increasing the storage volumes of WfP by among other things, constructing and rehabilitating earth dams and valley tanks across the country. In October 2015, Ministry of Water and Environment (MWE) contracted Socio-Economic Data Centre Ltd (SEDC) to provide consultancy services for “Implementation Support (Phase 2) in Capacity Building and Dissemination of Information, Education and Communication (IEC) Materials on Sustainable Management of Water for Production (WfP) Facilities in Kyegegwa, Rakai and Sembabule districts. Actual implementation of this Phase 2 commenced on June 1, 2016

Implementation Support (Phase 2) in Capacity Building and Dissemination of Information, Education and Communication Materials on Sustainable Management of Water For production Facilities
To build the capacity of stakeholders charged with the O&M of WfP facilities. This is to be realized through carrying out mobilization, dissemination of IEC materials, sensitization and training as a means of transferring knowledge on O&M of the WfP facilities to all the key stakeholders so as to ensure sustainable O&M and management of the water facilities.
• Supporting MWE to create awareness for all key stakeholders so as to increase their sense of ownership for the WfP facilities.
• Building capacity of key stakeholders towards sustainable management of WfP facilities.
• Assisting community to identify the existing and potential water uses for the WfP facilities.
• Disseminating IEC materials to aid in building capacity of stakeholders for sustainable management of post-construction activities.
This assignment was implemented using a highly participatory approach that will involve purposively selected stakeholders. The criteria for selecting key stakeholders is based, first, on the targeted facilities and second, their relevancy and roles in the O&M of WfP facilities at different levels, that is, National, District, Sub-county, and Community. The Consultant took on the role of a “facilitator†during the capacity building process, with support from the client (DWD), district, and sub-county technical staff. Specific capacity building methods used included facility tailored discussions, directed reflections and brainstorming as well as mini-lectures and group work
