The Ministry o Water and Environment (MWE) through Water for Production (WfP) Department is undertaking several programs to improve the livelihoods of people in rural areas through increasing the storage volumes of WfP by among other things, constructing and rehabilitating earth dams and valley tanks across the country. The Ministry of Water and Environment (MWE) - Water for Production (WfP) Regional Centre West, contracted Socio-Economic Data Centre Ltd (SEDC) to provide consultancy services for “Implementation Support and Sustainable Management of Water for Production (WfP) Facilities in Western and Central Region”, covering two Lots; one (1) and two (2). PURPOSE

To carryout mobilization, sensitization, capacity development and establishment / strengthening / rejuvenation of management structures for; Kagamba Valley Tank in Isingiro District, Kabingo and Kyabal Valley Tanks in Sheema District, and Implementation Phase 2 activities for the nine (9) valley tanks under the Kisozi Livelihood Project to ensure sustainable O&M, and management of the WfP facilities


OBJECTIVES / QUESTIONS

• To support MWE in creating awareness for all key stakeholders so as to increase on the sense of ownership for WfP facilities.
• To build capacity of key stakeholders (through dissemination of IEC materials) to enable sustainable management of the selected WfP facilities.
• To establish, rejuvenate and or strengthen the management structures for the selected facilities.


METHODOLOGY

This Assignment was implemented using a highly participatory methodology involving purposively selected stakeholders. The process to select key stakeholders was based on their designated roles in O&M of WfP facilities at National, District, Sub-county and Community levels. The Consultant took on the role of a “facilitator” during the capacity building process, with support from the client (MWE), district, and sub-county technical staff. The Consultant worked closely with a designated team from the WfP Department, of the Ministry of Water and Environment. Specific capacity building methods used included facility tailored discussions, directed reflections and brainstorming as well as mini-lectures and group work
