The Inter-Religious Council of Uganda (IRCU) with financial support from United States Agency for International Development (USAID) implemented a comprehensive HIV&AIDS Program covering the period 2010-2014. The program referred to as, “Strengthening the Faith-Based HIV&AIDS Prevention, Care and Treatment services in Uganda” sought to improve access and utilization of HIV&AIDS services through a network of faith-based organizations (FBOs). It is against this background that IRCU commissioned an Organizational Capacity Assessment (OCA) for 36 partner organizations involved in implementing the OVC Program

PURPOSE

To provide strategic information on institutional capacity gaps and needs of IRCU partner FBOs implementing OVC programs to inform IRCU FBO capacity building interventions.


OBJECTIVES / QUESTIONS

1. To document existing partner FBOs’ strengths and organizational development (OD) best practices
2. To identify organizational capacity needs of IRCU partner FBOs
3. To identify the factors that account for the capacity gaps of each partner FBO
4. To make recommendations for improving and strengthening the capacity of FBOs to effectively manage and deliver quality services to OVC.


METHODOLOGY

A Cross-sectional design utilizing a combination of qualitative and quantitative methodologies was deployed in undertaking this OCA. The quantitative component entailed using a structured OCA Tool with specific and general organizational assessment aspects. The general aspects consisted of scores on a Likert Scale. This helped to rank the various domains of FBO capacity on a standardized scale. Explanations for the identified levels of capacity were sought to obtain better understanding and qualifying the scale chosen. Further, through in-depth discussions with staff and Board members of the FBOs, the Consultant identified and documented the FBOs’ strengths and OD best practices.
