The MWE together with the Ministry of Gender, Labour and Social Development with support from UNICEF developed the Extension Worker’s Handbooks for Community Management and Technology Development in the year 2000. The two supporting handbooks were purposely developed to enable extension workers or agents to facilitate community action with regard to water and sanitation facilities development, operation and maintenance (O&M) of facilities and eventually sustainability. Revision of The Water and Sanitation Extension Worker’s and Books - Community Management Handbook Volume 1 and Technology Development Handbook Volume 2
To review and update the Community Management and Technology Development Handbooks for Extension Workers in view of the emerging issues and challenges in the sector. The purpose of the two Handbooks is to ensure effective and efficient facilitation of community action towards sustainable O&M of rural water and sanitation facilities
1. Review all developments in the sector since 2000 that promote or hinder the fast establishment, utilization and management of rural water and sanitation facilities
2. Identify community management guidelines and practices as well as technologies and innovations that have since 2000 been overtaken by new developments in the sector.
3. Incorporate community management guidelines and practices that have since been introduced in the sector since 2000
4. Identify new technologies and innovations in the rural and sanitation sector to be incorporated in the updated Handbooks
A forward looking qualitative and highly participatory methodology was utilized in reviewing and updating the two Extension Workers’ Handbooks. Consultative meetings and group discussions were held with key informants at national, district and sub-county levels, and community members. Respondents were drawn from central and local governments, communities, civil society organizations (CSOs) and the private sector involved in rural water supply and sanitation (RWSS).
