PURPOSE

To formulate the long-term direction of the URCS, redefine/review the vision and mission as well as the long-term strategic objectives of the National Society. The Assignment is further aimed at delineating the human, material and financial resources that will be required to implement the Society’s programs and strategies through which the SP objectives will be achieved.


OBJECTIVES / QUESTIONS

1. To carry out an analysis of the internal and external environment in which URCS conducts its activities/mandate with a view to identifying strengths, weaknesses, threats, and opportunities (SWOT) that inform the way URCS should work in the coming 5 years of the new strategic plan.
2. To develop in a consultative process a new Five (5) Year SP for URCS with clear and focused strategic objectives that inform the nature of programs that URCS will carry out in the new strategic plan.
3. To propose an appropriate implementation framework in terms of systems, human resources, and structure that would implement efficiently the developed strategic framework.
4. To develop the monitoring and evaluation framework for assessing and measuring the progress of implementation of the developed strategic plan.
5. To cost the developed SP to give an indication of what resources are required to implement the developed strategic plan.


METHODOLOGY

A predominantly qualitative methodology utilizing selected participatory techniques was utilized in the development of the new SP. Specific data collection methodologies included in-depth interviews/key informant interviews, group discussions and validation workshops. National and regional consultative meetings were held with staff and volunteers at all levels to ensure consensus building and ownership. These were complemented by an extensive review of documents including Strategy and Policy documents of a national nature such as the Uganda National Development Plan 2010, Health Strategic Plan, the Draft Disaster Management Policy, etc as well as the Federation-wide strategies and policies
