The Comprehensive Peace Agreement (CPA) that brought to an end two decades of civil war in Sudan stipulated that there shall be a referendum on self-determination for Southern Sudan and a referendum on the status of Abyei to be held simultaneously in 2011. As part of the activities leading to this referendum, The UN Integrated Referendum Electoral Division (UNIRED) of the United Nations Development Programme (UNDP) Southern Sudan contracted Socio-economic Data Center LTD to conduct a Baseline survey for the Civic and Voter Education Campaign for the Southern Sudan Referendum Project.

PURPOSE

To generate data that will be used to measure the impact of the SSSR Civic and Voter Education (CVE) campaign implementation


OBJECTIVES / QUESTIONS

1. Measure people’s knowledge levels and understanding of the referendum process at the onset of the civic and voter education campaign for the Southern Sudan Referendum Project
2. Measure participants’ interest, opinions and plans to participate in the referendum process


METHODOLOGY

A cross-sectional study design employing both quantitative and qualitative methods was used to execute this Baseline survey. Structured face-to-face questionnaires complemented by desk review and interview guides for key informants and focus group discussions with community members (men and women) in sampled states were used to collect data from Southern Sudanese eligible to vote in the referendum as well as representatives of civil society organizations. This participatory approach enabled the consultants to explore the various discourses existent among the people of Southern Sudan
