Community Health Alliance Uganda (CHAU) is a non-governmental organisation (NGO) registered in Uganda but with affiliation to the International HIV/AIDS Alliance (IHAA). CHAU contracted Socio-Economic Data Centre (SEDC) Ltd to conduct a Baseline evaluation for its five years (2016-2021) Sexual and Reproductive Health and Rights (SRHR) Umbrella Program intended to contribute to improved health of Ugandans and the HIV/AIDS and SRHR response/outcomes
PROJECT TITLE
Sexual and Reproductive Health and Rights Umbrella Baseline Survey
To systematically gather and document evidence that will inform refinement of SRHR Umbrella Program design; and strategy, approach and implementation enhancement and improvement of the program in Uganda
1. To provide general benchmark information for the SRHR Umbrella Program on the targeted populations and planned interventions in the project area
2. To establish and document key features for the Program to base its results, achievements as well as analysis and interpretation of Program results and outcomes
3. To-gather and document evidence, challenges, and gaps in SRHR and HIV services in the Project districts and their effect on the four SRHR Umbrella Program outcomes
4. To determine baseline values; and revise and reset realistic and achievable targets for all core program outcome, output, and process indicators.
A Cross-sectional design applying both quantitative and qualitative methods was used in undertaking this SRHR Umbrella Baseline Survey. This design was deemed most appropriate due to the need to generate benchmark data upon which the program would be monitored and evaluated. Data for the Baseline Survey was collected from various stakeholders at the national, district and community levels including key populations particularly Men who have Sex with Men, Sex workers, Truck drivers and Fisherfolk
