Prof. Narathius Asingwire, PhD – Social Policy Analyst

Prof. Narathius Asingwire – Social Policy Analyst: Prof. Asingwire is the Managing Director, Socio-Economic Data Centre Ltd and an Associate Professor, of Social Policy at the department of Social Work, Makerere University. Prof. Asingwire has over 25 years of university teaching, researcher and facilitator. Prof. Asingwire has served as a Principal Investigator on major research projects funded by international agencies, Team Leader/Lead Consultant on a number of projects commissioned by government ministries/departments, local and international agencies within and outside Uganda. He has also served as a Regional and National Co-ordinator on projects bringing several countries/universities in Africa. His areas of interest and competence include Policy Analysis, developing and reviewing Strategic Plans, Monitoring and Evaluation (M&E) Frameworks, Organizational Capacity Assessments, Implementation and Governance Structures, Programme Baseline Studies, Mid-Term Reviews and Impact Assessments. Prof. Asingwire has experience and skills in developing education and communication materials including community resource books, extension workers handbooks, teaching and education aids. He has lead teams on various consultancy assigned both under SEDC and in his individual capacity.

Dr. Denis Muhangi – M&E Specialist

Dr. Muhangi is an experienced researcher with over 15 years experience in conducting social research and evaluation studies. His work has been in the areas of HIV/AIDS, malaria prevention, water and sanitation, livelihoods, orphans and vulnerable children, and governance. Dr. Muhangi completed his PhD studies at Queens University of Belfast in the UK, his PhD research focused on government-NGO partnerships in HIV/AIDS response in Uganda. His PhD research built on his many years of work in the area of HIV/AIDS as well as in the area of government relations with other actors, such as NGOs, CBOs, FBOs, and the private-for-profit sector. His other fields of interest include social policy reform, social services design and delivery, and institutional development. He brings with him extensive experience in conducting social research, mainly using qualitative (including PRA) methods, with fair knowledge of quantitative methods. He is competent in designing research studies such as baselines, reviews, and impact assessments. He is also competent in designing M&E systems. He has exceptionally good conceptual and analytical skills, skills for making presentations, and writing skills – including writing for publication. He has previously worked as a consultant for reputable organizations such as UNDP, UNICEF, UPHOLD, Directorate of Water Development, PSI/PACE, and several local Ugandan NGOs. His work has been a wide range of sectors including HIV/AIDS; Orphans and Vulnerable Children; Water Supply, Hygiene and Sanitation; Health; Income Generation and Livelihoods; Poverty alleviation; and Institutional/organizational Development.

Mr. Ibrahim Lutalo – Biostatistician

Mr. Ibrahim Lutalo is a Monitoring and Evaluation Specialist with over 17 years of experience in database management. Mr. Lutalo has 10 years work experience in election management especially in the voter registration and election data processing which he acquired while working with the Uganda Electoral Commission. As a head of Voter registration department, he spearheaded the development of the computerised photographic voter registration database of over 8.4 voters in Uganda. His main responsibilities in this task included development of registration forms and M&E tools for the whole process and implementing field activities as well as quality control and assurance. Mr. Lutalo was also played a lead role in conducting the study “Determining Effectiveness of Voter Education in Uganda” a study done in 2004. As a fellow in Institute of Public Health (now School of Public health) for two years (from February 2003 to February 2006), Mr. Lutalo strengthened his knowledge and competence in strategic planning, monitoring and evaluation for programmes and projects.

Dr. Swizen Kyomuhando – Research Specialist

Dr Kyomuhendo has over18 years of experience in university teaching, research and community work. He has undertaken a number of assignments at multi-country, national, agency and community level, mainly in research, strategic planning and review, training and facilitation, and capacity building; Some of the agencies include UNICEF, UNAIDS, UNDP, Uganda AIDS Commission, WHO, Department for International Development (DFID), USAID and United States Department of Defense/US Embassy, Population services International (PSI/PACE), Red Bannet, Acord, ActionAid, Family Planning Association of Uganda (FPAU), Uganda Network of AIDS Service Organizations (UNASO), German Technical services (GTZ), Uganda Parliamentary Forum for Children (UPFC), Uganda Red Cross Society (URCS), Plan International, and Federation of Uganda Employers (FUE), Concern Worldwide, and several Government Sectors, Ministries and Departments. His specific competences include conducting baseline, monitoring and impact Studies for sectors, ministries of Government, departments, international and national NGOs and other Civil Society agencies, and private sector organizations. Mostly brings competencies in quantitative designs, data collection tools and data analysis. Familiar with various tools and quantitative research software, including EPI-INFO, SPSS and STATA; Developing Draft Policy Documents (Policies and Guidelines, and Policy Briefs) for sectors, ministries of Government, departments, and partner agencies; Undertaking Institutional Capacity Assessments (ICA), Human Resource (HR), Organizational Development (OD) and Feasibility Studies for agencies and projects both in the public and private sector; Developing Strategic Plans for sectors, ministries of Government, departments, Civil Society agencies, and private sector organizations; Conducting Monitoring and Evaluation consultancies for sectors, ministries of Government, departments, Civil Society agencies, and private sector organizations; Facilitating policy and program reviews, workshops, and other forums including planning meetings for various agencies and departments of Government and civil society; and Preparing Grant proposals for Civil Society agencies and private sector organizations including PEPFAR and Global Fund proposals.

Mr. Joseph Kiwanuka – Research Quality Assurance Expert

Joseph is an associate consultant and administrator at Socio-Economic Data Center. Mr. Kiwanuka has excellent research capacities. He has got an extensive academic training in research methodologies, coupled with a wide practical research experience and skills in the design and implementation of research projects both baseline and end term/impact assessments. Skills gained include qualitative and quantitative research design, sample selection, designing research instruments of different types, administration of research instruments of different types, selection and training of research assistants, data analysis (both quantitative and qualitative including discourse analysis), writing study reports and dissemination of research findings. Joseph has wide experience in research work with various reputable agencies mainly in baseline/evaluation studies, strategic planning and review, and capacity building. Some of the agencies include UNDP South Sudan, Infectious Diseases Institute (IDI) Mulago and Integrated Infectious Diseases Capacity Building Evaluation (IDCAP), IDRC, Programme for Accessible health Communication and Education – PACE (formerly PSI-Uganda), Uganda AIDS Commission (UAC), AIC, World Vision, Concern Worldwide, UNICEF, FAO, Department for International Development (DFID), ActionAid Uganda, Federation of Uganda Employers (FUE), Marie Stopes International (MSI), Inter-religious Council Uganda (IRCU), Uganda Red Cross Society (URCS), ACORD, and Alliance of Mayor’s Initiative for Community Action on AIDS at the Local Level (AMICAALL) Uganda Programme.

Mr. Polycarp Musinguzi – Associate Consultant

Mr. Musinguzi is an upcoming researcher with over 5 years’ experience conducting research and evaluations in different parts of Uganda. He completed his Master’s Degree in Social Work with Families and Children in 2015 from four partner institutions in Portugal, Norway, Sweden and Uganda. He has participated in several research projects (Baseline studies and Project evaluations) in various areas including: Social Protection, Protection of Orphans and other Vulnerable Children, Gender and Women empowerment, Malaria, HIV and AIDS, Sexual and Reproductive Health, Water and Sanitation. Through these, he has gained experience and made valuable contributions in developing tools, training research teams, managing and supervising field data collection, conducting FGDs and key informant interviews, analysis, report writing and organizing workshops. Mr. Musinguzi is specialized in qualitative research, but is also keen on mixed methods research. His broad research interests focus on policy and programme interventions aimed at improving the welfare of families, women and children. Specifically, he is keen on issues relating to Child abuse; Children’s Ombudsmen; Child participation; Unaccompanied children; Child institutionalization, fostering and adoption; Child care and Women’s employment; and Gender Based Violence.

Mr. David Babishahura – Financial Management Expert

Mr. Babishahura is has Master’s degree in Business Administration (MBA) majoring in Financial Management from Makerere University and a Bachelor’s Degree in Commerce (B. Com) majoring in Accounting also from Makerere University. He has over twenty years’ working experience with International NGOs, Government programs and Consultancy firms as an Accountant, Auditor, Finance and Administration Manager and Consultant. Previously David worked as a Finance and Administration Manager with both Ministry of Local Government and other nongovernmental organizations including Grand and Noble Certified Public Accountants, ACORD Uganda and ActionAid International (Internal Auditor). David has also with and managed funding from several donors including USAID, DANIDA, European Union, Oxfam Novib, Amnesty International, Comic relief, Wellspring advisers, Democratic Governance Facility and Government of Uganda. He has extensive experience in Financial Management, Human Resource management and other Administrative and operational work including procurement, contract management, transport and logistics, assets management and general administrative and supervisory work. In addition, David has had experience in setting up Accounting systems, training of sub-grantees, setting up internal control systems, managing procurement processes, managing contracts for suppliers and Consultants, staff recruitment, and carried out internal audit work.
