With support from the Japanese Red Cross Society (JRCS), Uganda Red Cross Society (URCS) implemented the Safe Motherhood Project in the Acholi Sub-Region within the context of the Millennium Development Goals (MDG). Based on the success of the first phase, URCS with support from the JRCS decided to implement the safe motherhood project phase II for another three years (2013 – 2015). The Goal of the project was to ensure that “Pregnant women in Amuru and Kitgum district give birth safely under the sanitary environmentâ€. Evaluation of Safe Motherhood Project in Acholi Sub-Region, Phase II
To document the Project’s success in the attainment of set targets and the impact made on the target population. The Evaluation also aimed to unravel the Project’s relevance, effectiveness, efficiency as well as sustainability and to evaluate the monitoring and evaluation (M&E) Framework for the project.
1. To gauge the awareness and knowledge levels of the health service providers and the community on safe motherhood
2. To examine the existing safe motherhood systems of support and services provided to pregnant mothers and their spouses.
3. To evaluate the relevance and impact of the project outputs and indicators in relation to planned outcomes contributed by the project and the general project management over the last three (3) years.
4. To analyze the efficiency and effectiveness of activity implementation and use of project inputs.
5. To evaluate the project outputs and indicators and come up with recommendations for a more appropriate intervention mechanism.
6. To evaluate the M&E framework for the project in terms of its ability to capture especially impact/outcome-related information of the project activities.
7. To assess the procurement procedure of goods, especially the logical plan, the value and the delivery.
8. To assess the sustainability mechanisms of the project and make recommendations for the sustainability of similar projects in future
A cross-sectional design utilizing both qualitative and quantitative methods was adopted in undertaking this Evaluation. Quantitative methods were used to generate data on the impact of the Project on the target population while qualitative methods were employed to unravel the project relevance, effectiveness, efficiency, sustainability and to evaluate the M&E Framework for the project.
